TITLE POSITION:           Project Coordinator
 
REPORTS TO:                      Pottawattamie County Mental Health and Substance Abuse Network Board
 
POSITION IDENTIFICATION & SUMMARY: The Project Coordinator is the community liaison for the Mental Health and Substance Abuse network. This position is responsible in areas of program development and implementation, outcomes management, supervision of program expenditures, and reporting. 
 
ESSENTIAL RESPONSIBILITIES:
 
Network Development and Maintenance
 
      1.              Developing a close, cooperative working relationship with all members of the Network Board.
      2.      Recruiting and retaining appropriate members of the Network Board, including expanding consumer and family involvement in Network Board activities.
      3.      Scheduling, coordinating and facilitating or supporting Network Board meetings and sub-committee meetings.
      4.      Ensuring execution of decisions and recommendations made by the Network Board and providing administrative support to the Network Board and its sub-committees as required.
      5.      Maintaining a strong communication network with members of the Network Board to keep them aware of the current status of projects and activities.
 
Outcomes Management and Reporting
  1. Participating in the development of the Network Board’s goals and objectives.
  2. Working closely with the Network Board to develop and implement coordinated training in evidence-based practices for members and other key stakeholders.
  3. Assisting in developing mechanisms for collecting and evaluating data on mental health and substance abuse issues, services, trends, and related projects.
 
Financial Management
  1. Preparing an annual budget that supports the goals and purpose of the Network Board.
  2. Researches potential funding sources for the Network Board projects; and preparing applications and assuming administrative responsibility for funded applications.
  3. Tracking matching funds as required by Iowa West Foundation.
 
Program Development and Implementation
  1. Developing and implementing project timelines.
  2. Developing a thorough knowledge base of current mental health and substance abuse treatment and prevention strategies to share with the Network Board.
  3. Working closely with the Network Board to develop and implement coordinated training in evidence-based practice for members and other key stakeholders.
 
Public Relations
  1. Serving as the Network Board’s official representative on local, state and national associations/committees as determined by the Network Board.
  2. Developing relationships with complimentary associations and organizations, which benefit the Network Board and its activities.
  3. Developing informational materials for dissemination to stakeholders upon approval of the Network Board.
  4. Coordinating presentations and testimony of members of the Network Board and their client groups in support of mental health and substance use issues and services.
  5. Serving as community advocate to promote appropriate prevention and treatment needs related to substance use and mental health needs.
 
 
QUALIFICATIONS:
 
Qualified by training and experience to exercise substantial discretion and independent problem-solving and decisions making, and exhibit leadership and analytical skills on a daily basis in the performance of position job duties, including:
 
  1. A  Bachelor’s Degree in the Human Services or related field plus three years experience in program management/project coordination. Masters Degree preferred.
  2. Demonstrated knowledge and skills in mental health and substance use service delivery issues on both individual and systems basis.
  3. Prior experience in grant writing, project management, and community collaboration.
  4. Demonstrated ability to work independently with minimal supervision in areas of responsibility and to effectively exercise substantial discretion and independent judgment in program development, implementation, and other areas of responsibility.
  5. Demonstrated knowledge, training, or experience in philosophy and practices of community-based mental health and substance use treatment.
  6. Demonstrated ability to maintain effective working relationships with diverse groups including, but not limited to, persons with serious mental illness, persons with substance use problems, family members, professionals in various settings and community representatives.
  7. Demonstrated ability in the development and administration of public and private funding applications.
  8. Demonstrated initiative; identifying and completing tasks independently; effectively exercising discretion and judgment in areas of responsibility; maintaining time and materials effectively, setting priorities, and meeting deadlines.
  9. Demonstrated ability to do public speaking.
  10. Demonstrated ability to effectively communicate both verbally and in writing.
  11. Ability and willingness to work flexible schedules, including evenings and weekends.
  12. Possession of valid driver’s license and good driving record, or ability to arrange for reliable transportation.
  13. Performing all duties in a professional manner, consistently presenting this image within the work environment and the community.
  14. Performing other duties as assigned by the Network Board.
  15. Complying with and upholding Network policies and procedures, mission, bylaws, philosophy, and code of ethics, consumer confidentiality and respect for individual rights and dignity.
 
ESSENTIAL PHYSICAL DEMANDS AND TYPICAL WORKING CONDITIONS:

4.   An incumbent must have the ability to frequently push, pull and/or carry supplies and other materials weighing up to 10 lbs., and to occasionally push, pull and/or carry supplies and other materials weighing up to 25 lbs.
 
5.   An incumbent must also possess the hand-eye coordination and manual dexterity to use hands and arms to reach, finger, handle, grasp and feel; climb in and out of vehicles; and operate personal computers, vehicles, standard office equipment and any other equipment that is used to perform the essential functions of the job.
 
6.   Work hours may occasionally be required before or after daylight hours, weekends and/or holidays.
 
7.   Noise level is usually moderate, however, may be loud at times dealing with consumers and/or provider organizations.
 
8.   Vision abilities, correctable to normal ranges, include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges.
 
9.   Work duties require a great deal of interaction with consumers and provider organizations and may be stressful when working in tense situations or under deadlines. An incumbent in this position may be exposed to information that is not typically heard or seen by the average individual. Incumbent must have the ability to adhere to confidentiality procedures.
